It depends on how small your brewery requirements are, and whether or not you require the system to be electric.
For a very nice 1/2 bbl gas brewery, the Brew Magic by Sabco looks hard to beat. With a $5600 dollar price tag, it's not terribly expensive and it's been well tested. Frankly, it's the brewery that I'd own if I had the extra scratch to spend.
