I would guess that the hydrometer is broke or is not for that scale of alcohol. Did the hydrometer fill full of wine? Was this in a test jar or in the fermenter? I am not exactly sure what chemicals are in a hydrometer but if it did leak inot something i would not drink it. But i do think the inside part is seperate from the inside of the tube even, So i might be safe.
But if it sunk & is not full of wine then i would guess the scale is for a lesser %.
What % is the wine supposed to be? & what % is the scales on the meter????

Maybe your wine fermented out. Put your hydromter in some distilled water. You can calibrate it for zero. wyo wino

I've never heard of a hydrometer completely sinking. Does it sink completely? To the bottom? If so than I'd agree with the two previous guesses...it's either for a different alc content or completely different liquid; or maybe it's broken. I don't think it's possible that you did something wronng with your wine to make this happen. I'm sure it's fine...you just need to figure out this equipment issue.
