Guiness keg only 12 gallons?
I bought a Guiness keg that is same width as regular keg but, a few inches shorter than regular keg. I tested it(Slightly half ass way) but, only seemed to have like 13gallon capacity. Anyone ever heard of this? It is painted w/ the Guiness stensil on outside and very nice looking.

Hmmm...I've never heard of that.
However, I did some looking online and found a reference to an import keg having a capacity of 13.2 U.S. gallons which seems to agree quite well with your estimate.
Here is where I got that information: http://www.answers.com/topic/keg

Use it as a HLT for sure. You want the biggest kettle you can have.
I usually do at least 12 gallons in mine. I did a 14 gallon batch but it was a pain because i had to adjust the burner all the time to avoid boilovers.
